Jeff Barker - Chairman

Jeff Barker is the President / CEO of the St. Marys United Methodist Church Foundation, which was established in 2001 as a supporting organization to the St. Marys United Methodist Church. Prior to joining the Foundation in 2001, he worked for 21 years with Gilman Paper Company and later with Durango Paper Company, serving in a variety of management positions including Executive Vice President and General Manager.
 
Jeff has a BS in Pulp and Paper Science from North Carolina State University and an Executive Education Certificate from Louisiana State University. As a member of St. Marys United Methodist Church since 1979 he has and continues to serve on many church committee and ministry activities. He is also involved in a number of local community activities including past President of the Rotary Club of Camden County and past Chairman of the Camden County Chamber of Commerce.
 
He serves on the Board of Directors of the Communities of Coastal Georgia Foundation, The Camden Partnership, the Foundation for the Methodist Home for Children & Youth, the Board of Ordained Ministry for the South Georgia Annual Conference of the UMC, the Coastal Bank of Georgia, the Georgia Grantmakers Alliance and the Camden County Joint Development Authority. He also serves on advisory boards for the Camden Campus of Southeast Georgia Health Systems, Coastal Georgia College, and the Coastal Georgia Center for Nonprofits.
 
Jeff was named a Hull Fellow by the Southeastern Council on Foundations in 2009 and received the Four Avenues of Service Citation for Individual Rotarians from Rotary International in 2010.

He resides in St. Marys with his wife, Cathy, to whom he has been married for 35 years. They are blessed with two adult sons, a wonderful daughter-in-law and two grandchildren, ages 2 and 5.
 


Alex Blount - Vice-Chairman

Alex is a lifelong resident of Kingsland, Georgia.  After graduating from Camden County High School in 1998, he attended Valdosta Technical College earning degrees in Industrial Electrical Technology and Industrial Maintenance.  Alex is currently employed by Lockheed Martin Space Systems at Kings Bay Naval Submarine Base.

Alex served as a Council Member of the Kingsland City Council for 13 years from 2002 to 2015, with nine of those years serving as the Mayor Pro Tem.  He served on the Camden Chamber of Commerce board of directors for a six year term that included a year as Chairman of the Board.  He is a graduate of Leadership Camden as well as a past President of the Camden County Dugout Club.  He is currently serving his eighth year on the Brookshire Retreat Homeowners Association Board of Directors, all as the President of the board.

Alex resides in Kingsland with his wife, Deanna who is a special education teacher with the Camden County School System.  They are members of the Kingsland United Methodist Church and have two children, Van and Frances.
 


Stan Fowler - Secretary/Treasurer

Mr. Fowler is originally from Cedartown, Georgia and has lived in Camden County for 33 years.  He has served on the Board of the Camden County Joint Development Authority since 1995 having originally been appointed to the Board by the City of Kingsland and was reappointed to the Board as a County representative in 2008 after moving into the unincorporated county.  Mr. Fowler is a certified public accountant and a founding member of Fowler, Maxwell & Company, P.C., Certified Public Accountants which has been in business since 1990.  He also serves as Treasurer on the Board of The Camden Partnership, member of the Kingsland Development Authority as well as the Woodbine Citizens Steering Committee.  He formerly served as President of the Kings Bay Rotary Club, Southeast Georgia Health Systems Advisory Board member, as well as on the Board of Directors of the Camden County Chamber of Commerce.
 


Rachel McNaull Baldwin

Originally from Smyrna, Georgia, Rachel has lived all over the state and settled in Camden County in 1987. Rachel attended Abraham Baldwin Agricultural College, Kennesaw State, the University of GA and Valdosta State University. As an educator, Rachel has taught at the college, middle school level and coordinated internships, co-ops, apprenticeships and postsecondary dual enrollment for high school students. She has served as an educator for 23 years of full-time employment and four years of part-time employment.
 
Rachel represents Kingsland on the Joint Development Authority Board. Her extensive background as an educator in Camden County has allowed her to watch students grow into adults and learn their higher education needs. Rachel has been a longtime advocate for locating a brick and mortar technical college for Camden’s workforce development.
 
She has served as the Chamber’s Workforce Development Chair since 2006, learning a great deal about the local workforce, which is multifaceted, containing skilled academic and military talent. Rachel believes the culture of work readiness among Camden County’s exceptionally qualified pool of job candidates and the local resources to develop whatever training is needed for business and industry position Camden County’s workforce as a major player in the global marketplace.


Joel Hanner

Joel Hanner is the husband of Salina Hanner and father of their 5 year-old daughter Julia.  He was raised and lives in Camden County where he is currently employed at Georgia Power Company as the Area Manager for that community.  He has worked at Georgia Power for 17 years.  Prior to his current position, he served as Local Manager for the Pelham and Thomasville offices in southwest Georgia, Distribution Engineer and Customer Service Supervisor for the Tifton offices in south central Georgia, and Distribution Engineer for the Hinesville office.  He has also been active and served on various boards in those communities as well as being a graduate of Leadership Liberty, Thomas Camden, and Southeast.

In the community, Joel is the current Chair of the Camden Chamber of Commerce, Past-Chair of the Camden Partnership, and President-Elect of the Camden Rotary Club.  He also serves on the board of directors for Coastal Pines Technical College and the Kingsland Development Authority.  

Prior to working at Georgia Power, Joel attended Georgia Southern University, graduated from the University of Florida with a Bachelor of Science in Electrical Engineering, and was employed at two other utility companies.

Although he was born in Macon, he grew up in St. Marys and graduated from Camden County High School, where he met his wife, Salina.  He enjoys spending his time with his family and being involved in the choir at Kinglsand First United Methodist Church.


Mr. W. Burford Clark

Mr. Clark is a lifelong resident of Woodbine, Georgia and worked for many years at the former Gilman Paper Mill in downtown St. Marys.  He served in several roles at Gilman and Kraft Bag including Assistant Accounting Manager for Kraft Bag Division-Gilman Paper Co.; Accounting and Administrative Supt. for White Oak Plantation; Executive Asst. to William H. Davis-Pres. of Gilman Paper Co., and Purchasing Asst. for Gilman Paper Co..   Mr. Clark also served on the Woodbine City Council for several terms totaling 6 years of service. He subsequently was elected and served the citizens of Woodbine as Mayor of Woodbine for two terms for a total of approximately 11 years.  Mr. Clark was appointed to the Camden County Joint Development Authority Board in 2012 by the Camden County Board of Commissioners as a member at large. Mr. Clark has been an active community member including service as member of the Camden County Historical Commission, the Bryan-Lang Historical Archives Board, Chairman of the Woodbine Housing Authority, former Chairman of the Camden County Public Service Authority, former Chairman of the Camden County Municipal Association, Past President of Woodbine Elementary P.T.A., member of the committee to establish the Camden Campus of Brunswick Jr. College, and Volunteer Fireman/EMT for Woodbine Volunteer Fire Dept.


Tanya Glazebrook 

tanya1edit-small-(1).jpgTanya Glazebrook moved to Camden County after retirement in 2013 after spending 25+ years as a CEO in both profit and non profit corporations.  She obtained a BS from Indiana State University in Journalism and English and began an early career as a journalist before interest led  her to participate in the executive management program at Harvard that set the stage for a corporate ladder track.

As a young reporter, she left the snows of Chicago to accept a public relations job at Cape Kennedy, Florida during the Apollo missions and then moved on to Los Angeles, Cincinnati, and San Francisco.  She advanced to serve seven years as President & CEO of the United Way of Dade County, Florida; five years as President & CEO of an International Health Information company in California with operations in 10 countries and then five years as an independent consultant to hospital boards.

Carefully selecting Camden County as a spot for retirement, she wanted to be involved in community activities that would enhance the economic growth and vitality of Camden County as a vibrant coastal community of the future.  She serves as a member of the St. Marys Master Plan Steering Committee and is an active member of Every Voice Matters.  She is currently a freelance writer and political consultant in addition to civic endeavors.

She resides in Saint Marys with her husband, David Surbook, who picked up his saxophone in retirement after a 40 year absence to return to his first love of playing professional jazz after years of toiling in the corporate world.


Ms. Louise Mitchell

Ms. Mitchell is a lifelong resident of the City of Woodbine.  She is a graduate of Camden County High School and Savannah State University with a degree in social work.  She is currently serving her 5th term on the Woodbine City Council and is presently serving as Mayor Pro-Tem.  Ms. Mitchell worked with the Georgia Department of Labor for 34 years and retired as the Career Center Manager for the St. Marys Career Center-Georgia Department of Labor.  Ms. Mitchell has served on the Board of the Camden County Joint Development Authority since 1989.  She is a member of Zeta Iota Omega Chapter of Alpha Kappa Alpha Sorority, Inc., Advisory Board for the Salvation Army, and last but not least, member of the Ebenezer Missionary Baptist Church, where she serves as Financial Secretary.
 


Dr. Sheila Sapp, Ed. D

Dr. Sheila Sapp was appointed by the City of Woodbine as its City representative to the Board of the Camden County Joint Development Authority in 2015.  She has been a resident of Camden County since 1986. Dr. Sapp holds an Educational Doctorate degree from the University of Georgia in Supervision.   She is the former principal of Woodbine Elementary School and has been the principal of Crooked River Elementary School in St. Marys since 2001.  Dr. Sapp is a 29 year veteran of the Camden County School System.  She has also served as a member of the Camden County Library Board, the City of Woodbine’s Alcohol Ordinance Committee 2006, former member and Chairperson of the Woodbine Crawfish Festival Steering Committee, and a member of the Woodbine Downtown Development Authority.
